New York doesn't have one ideal bagel. It has a few competing ideas of what a bagel should be: a small, dense ring with real chew, a huge everything loaded with scallion cream cheese and nova, or a sourdough bagel with a crackly crust. Those are different styles, so we didn't rank them against each other.
We judged the bagel first, then the cream cheese, smoked fish and sandwiches. If you're only making one trip, go to Utopia Bagels in Whitestone. If you're staying in Manhattan, go to 2788 Bagels.
One rule applies everywhere: fresh beats famous. If a hot batch just came out, skip the toaster and eat a few bites before you cover it with anything.

The best bagels in Manhattan
Manhattan has the widest range, from old-school counters to sourdough newcomers. We've listed these from uptown to downtown.

Bo's Bagels
235 W 116th St, New York, NY 10026, USA
Bo's makes a smaller, denser bagel than most of Manhattan, with a well-browned, slightly irregular crust. The za'atar bagel gives it a distinct identity without turning it into a novelty, but a classic everything shows off the chew just as well. Come in the morning, when the crust is at its best. Details: Order the za'atar bagel, or everything with scallion cream cheese. 235 West 116th Street, New York, NY 10026.

2788 Bagels
2788 Broadway, New York, NY 10025, USA
This is the old Absolute Bagels storefront under new owners, and it's earned the address on its own. The bagels are compact, craggy and much chewier than the usual oversized Manhattan ring. Keep it simple: sesame or everything while it's warm, and save the big sandwich for your second visit. Details: Order sesame or everything with scallion cream cheese. 2788 Broadway, New York, NY 10025.

H&H Bagels
526 Columbus Ave, New York, NY 10024, USA
H&H is the name a lot of visitors already know, and it's back on the Upper West Side. These are kettle-boiled, classic New York bagels, and the everything, cinnamon raisin and pumpernickel are the ones to get. It's a dependable pick, not a destination, and the Penn Station counter is a good last stop before a train. Details: Order everything, cinnamon raisin or pumpernickel. 526 Columbus Avenue, New York, NY 10024. Also at 1551 Second Avenue, in Kips Bay and at Penn Station.

Modern Bread and Bagel
472 Columbus Ave, New York, NY 10024, USA
Modern isn't a charity pick for gluten-free diners. The bagels are hand-rolled and kettle-boiled, and they're chewy enough to stand up to regular ones. The whole menu is gluten-free and kosher, so you don't have to ask about cross-contact. The bacon and sausage on the breakfast sandwiches are vegan. Details: Order everything with scallion cream cheese, or an egg-and-cheese. Closed Saturdays. 472 Columbus Avenue, New York, NY 10024. Also on the Upper East Side and in Chelsea, Midtown and Tribeca.

Tal Bagels
1228 Lexington Ave, New York, NY 10028, USA
Tal is the Upper East Side pick when the fish matters as much as the bagel. The bagels are dense and glossy, and the counter runs deep with nova, sable and whitefish salad. A plain bagel here is very good, but the full build with nova, tomato, onion and capers is why you came. Details: Order everything with scallion cream cheese and nova. 1228 Lexington Avenue, New York, NY 10028. Also at 1324 Lexington Avenue, 333 East 86th Street and 357 First Avenue. The Tal on Broadway is a separate business.

Orwashers
308 E 78th St, New York, NY 10075, USA
Orwashers is a bakery first, more than a century old, and its bagels don't follow the usual rules. They're made with a sourdough starter and steamed instead of boiled, so you get a crackly crust and a real tang. Get the New York Breakfast, with thinly sliced lox, dilly cream cheese and lemon zest. Details: Order the New York Breakfast. 308 East 78th Street, New York, NY 10075. Also on the Upper West Side.

Liberty Bagels
260 W 35th St, New York, NY 10001, USA
Liberty is the fun one. Rainbow bagels and birthday cake cream cheese get the attention, but the bagels are properly chewy, and a jalapeño everything with chipotle cream cheese is the order we'd make. It's packed even on weekdays, so take it to go. It's on the same block as Best Bagel & Coffee and Apollo's Midtown shop, which makes this the strongest bagel block near Penn Station. Details: Order a jalapeño everything with chipotle cream cheese. 260 West 35th Street, New York, NY 10001. Also at 462 Seventh Avenue, Grand Central, Fifth Avenue, Wall Street, Flatiron, NoHo and Jackson Heights.

Best Bagel & Coffee
225 W 35th St A, New York, NY 10001, USA
Best Bagel makes the kind of enormous bagel that usually turns soft and bready in Midtown. These hand-rolled ones keep their chew and hold up under a full breakfast sandwich. The line can be intense and the menu's huge, but the right order is still simple. Details: Order everything with scallion cream cheese, or an egg-and-cheese. 225 West 35th Street, New York, NY 10001. Also at 344 West 14th Street.

Bagels & Schmear
116 E 28th St, New York, NY 10016, USA
There's no spectacle at this low-key counter, just fresh bagels with a crisp outside and a chewy center. It's a strong weekday breakfast if you work around NoMad, and the bagels are substantial enough for an egg sandwich without becoming overwhelming. Details: Order everything with scallion cream cheese, or an egg sandwich with bacon. 116 East 28th Street, New York, NY 10016.

Ess-a-Bagel
324 1st Ave Service Rd, New York, NY 10009, USA
If you're picturing the classic New York bagel shop, it's this one: enormous, slightly sweet bagels, a crowded counter and more cream cheese than you need. The First Avenue shop carries on from the 1976 original a couple of blocks north. Don't come looking for something petite. Get the full scallion, nova, tomato, onion and capers. Details: Order everything with scallion cream cheese, or everything with nova. 324 First Avenue, New York, NY 10009. Also at 770 Third Avenue, West 32nd Street and in the Financial District.

PopUp Bagels
177 Thompson St, New York, NY 10012, USA
PopUp is built around one moment: a bag of small, glossy bagels, still hot, torn apart and dragged through a tub of cream cheese. Bagels come unsliced, there are no sandwiches, and walk-in orders start at three bagels and a schmear. Bring a friend and eat them right away. Details: Order a mixed bag with plain and scallion schmear. 177 Thompson Street, New York, NY 10012. Other Manhattan shops include Union Square, Tribeca, Midtown East, Penn Station and the Upper East and Upper West Sides.

Murray's Bagels
500 6th Ave, New York, NY 10011, USA
Murray's has been part of the Village breakfast routine since 1996, and it's never felt the need to reinvent itself. The bagels are substantial, firm and traditionally shaped, with enough chew to stay present under cream cheese or smoked fish. Come for an old-fashioned bagel shop, not a viral flavor. Details: Order sesame with scallion cream cheese, and add nova if you're hungry. 500 Sixth Avenue, New York, NY 10011.

Tompkins Square Bagels
165 Avenue A, New York, NY 10009, USA
Big, puffy bagels and more than 20 cream cheeses make this the place for a group that can't agree. One person gets a classic everything, the next commits to a French toast bagel. The bagel itself is at its best when it's fresh and kept relatively simple. Details: Order everything with scallion cream cheese, or French toast if it's out. 165 Avenue A, New York, NY 10009. Also at 184 Second Avenue, 23 East 17th Street and 1159 Third Avenue.

Apollo Bagels
242 E 10th St, New York, NY 10003, USA
Apollo is the clearest break from the old school. Its naturally fermented sourdough bagels have a crackly, deeply browned shell and a tangier, more open inside. Get sesame with cream cheese and tomato, or the smoked salmon, and eat it right away while the crust is still crisp. Details: Order sesame with cream cheese and tomato, or the smoked salmon. 242 East 10th Street, New York, NY 10003. Also in Midtown, Kips Bay, Tribeca, the West Village, the Financial District, Williamsburg and Industry City.

Black Seed Bagels
170 Elizabeth St, New York, NY 10012, USA
Black Seed isn't trying to be a regular New York bagel. These are hand-rolled and wood-fired, a New York style made with Montreal techniques, so they're slimmer, a little sweet and blistered. If you're expecting an Ess-a-Bagel-sized ring, you'll be disappointed. If you want something thinner and more charred, you may love it. Details: Order sesame with scallion cream cheese, and add smoked salmon. 170 Elizabeth Street, New York, NY 10012. Nine other shops include Chelsea Market, NoMad, Rockefeller Center and Williamsburg.

Russ & Daughters
179 E Houston St, New York, NY 10002, USA
This isn't where we'd send you for the city's best naked bagel. It's where we'd send you for the definitive appetizing counter: the slicing, the fish and the ritual of taking a number. Get the Classic Bagel & Lox with Gaspé Nova and cream cheese, and ask to add tomato, onion and capers. Details: Order the Classic Bagel & Lox. Takeout only. 179 East Houston Street, New York, NY 10002. The sit-down Cafe is at 127 Orchard Street, and there are also shops on West 34th Street and at the Brooklyn Navy Yard.

Kossar's Bagels & Bialys
367 Grand St, New York, NY 10002, USA
A proper New York bagel education needs a bialy, and Kossar's has been making them since 1936. Get the flatter, unboiled bialy with its onion center, then put it next to a bagel with whitefish salad or nova. The softer crust and open center make the case for ordering both. Details: Order a bialy with butter, plus a bagel with whitefish salad or nova. 367 Grand Street, New York, NY 10002. Also on the Upper East Side, the Upper West Side and at Hudson Yards.

Zucker's Bagels & Smoked Fish
143 Chambers St, New York, NY 10007, USA
Zucker's is the downtown pick when you want a real bagel and a real fish counter in the same stop. The bagels are hand-rolled and kettle-boiled, and you can mix and match them with schmears, salads and smoked fish. There's an egg sandwich if you'd rather go that way. Details: Order everything with smoked fish, or an egg sandwich. 143 Chambers Street, New York, NY 10007. Also on the Upper West Side, at Grand Central, Bryant Park and Fulton Street, and in Flatiron and Chelsea.

Leo's Bagels
3 Hanover Square, New York, NY 10004, USA
Leo's brings a hand-rolled, kettle-boiled bagel to a part of town where convenience usually wins. They're glossy and chewy, especially when the morning rush keeps them moving, and there's a long smoked-fish list that runs from nova and sable to sturgeon and trout. Details: Order everything with scallion cream cheese, or smoked fish. 3 Hanover Square, New York, NY 10004.

The best bagels in Brooklyn
Brooklyn runs from tiny old-school rings to ambitious sandwiches, and Park Slope alone could fill a morning.

Bagel Hole
400 7th Ave #6, Brooklyn, NY 11215, USA
Bagel Hole makes the city's best case against the oversized bagel: small, dense and tightly crumbed, with a browned crust and a serious chew. Skip the towering sandwich, and don't ask for it toasted, because they won't do it. There's no seating, so bring cash just in case and eat it on Seventh Avenue. Details: Order plain, sesame or everything with butter or scallion cream cheese. 400 Seventh Avenue, Brooklyn, NY 11215.

Shelsky's Brooklyn Bagels
453 4th Ave, Brooklyn, NY 11215, USA
Shelsky's crosses the appetizing tradition with sharper flavors. One visit it's classic nova, the next it's chili crisp cream cheese on a black sesame bagel or a Sichuan peppercorn bialy. The fish and specialty ingredients add up, so treat it as a splurge and order something the corner shop can't make. Details: Order chili crisp cream cheese when it's on, or classic nova. 453 Fourth Avenue, Brooklyn, NY 11215. Its sibling, Shelsky's of Brooklyn, is at 141 Court Street.

Terrace Bagels
222 &, 222A Prospect Park W, Brooklyn, NY 11215, USA
Terrace sits between Bagel Hole's compact density and the giant Manhattan style. The bagels are full-sized and fluffy, with enough chew to stand on their own. This is where we'd send a mixed group: purists get an everything with scallion cream cheese, and hungrier friends get an egg sandwich. Details: Order everything with scallion cream cheese, or an egg sandwich. 222-222A Prospect Park West, Brooklyn, NY 11215.

Bergen Bagels
473 Bergen St, Brooklyn, NY 11217, USA
Bergen isn't built around a viral order. It just makes fresh, chewy bagels you could work into your regular routine. Stick with the original Bergen Street shop: an everything with scallion cream cheese for a quick breakfast, or add lox and call it lunch. Details: Order everything with scallion cream cheese or lox. 473 Bergen Street, Brooklyn, NY 11217. Also at 536 Myrtle Avenue and 949 Fulton Street.

Bagel Pub
775 Franklin Ave, Brooklyn, NY 11238, USA
Bagel Pub's thick bagels were made for breakfast sandwiches. They'll hold eggs, cheese, meat and avocado without collapsing. The maximalist move is a whole-wheat everything with bacon, egg, avocado and scallion cream cheese. Za'atar cream cheese is the easier, more interesting choice. Details: Order a loaded egg sandwich, or an everything bagel with za'atar cream cheese. 775 Franklin Avenue, Brooklyn, NY 11238. Also in Park Slope, where it started at 287 Ninth Street, plus Sunset Park and Manhattan.

Greenberg's Bagels
1065 Bedford Ave, Brooklyn, NY 11216, USA
Come here for what goes between the bagel. Greenberg's stacks eggs, cheese, sausage, bacon, hash browns and sauces with more ambition than most counters. A sausage, egg and cheese with a hash brown is the order. It's not the place for a plain-bagel purity test. Details: Order a sausage, egg and cheese with a hash brown. 1065 Bedford Avenue, Brooklyn, NY 11216. Also at 34 Carmine Street in the West Village.

Knickerbocker Bagel
367 Knickerbocker Ave, Brooklyn, NY 11237, USA
This is the dependable neighborhood shop that happens to be good enough for a special trip. The hand-rolled bagels have a traditional chew, and the big menu handles a simple schmear or a heavy sandwich equally well. Everything with scallion is the default. When that's not enough, get the pastrami, egg and cheese. Details: Order everything with scallion cream cheese, or pastrami, egg and cheese. 367 Knickerbocker Avenue, Brooklyn, NY 11237.

Bagel Joint
230 Calyer St, Brooklyn, NY 11222, USA
Bagel Joint treats creativity as an extension of a good bagel, not a cover for a weak one. The bagels are bouncy and lightly crisp, and the flavors pull from all over, from miso nori bagels to harissa and scallion pancake schmears. Start with whichever schmear sounds best. Details: Order a flavored schmear. Closed Mondays and Tuesdays. 230 Calyer Street, Brooklyn, NY 11222.
The best bagels in Queens
Queens is worth the trip. It has our overall pick, plus a cluster of very different shops in Astoria.

Utopia Bagels
19-09 Utopia Pkwy, Whitestone, NY 11357, USA
Utopia is our benchmark for the classic New York bagel: browned and lightly crisp outside, with a resilient chew and an inside that's substantial without getting heavy. It's been hand-rolling and kettle-boiling since 1981, and it's one of the few shops worth a dedicated Queens trip. Eat a few bites before the schmear softens the crust. Details: Order everything with scallion cream cheese. 19-09 Utopia Parkway, Whitestone, NY 11357. Also at 120 East 34th Street, 875 Third Avenue and in Long Island City.

Bagel Oasis
183-12 Horace Harding Expy, Fresh Meadows, NY 11365, USA
Bagel Oasis has been part of Queens bagel life since 1961. Expect firm, well-baked, old-fashioned bagels, not the soft oversized kind. The egg everything is the one to try, with the richness of an egg bagel and all the seasoning. It's an easy stop if you're driving through eastern Queens. Details: Order egg everything or classic everything with cream cheese. 183-12 Horace Harding Expressway, Fresh Meadows, NY 11365.

Astoria Bagel Shop
28-12 Ditmars Blvd, Astoria, NY 11105, USA
Astoria Bagel Shop keeps it simple: a no-frills room, fresh bagels and cream cheese. The crust has some resistance, the center stays chewy, and there's no signature stunt. If you care about the bagel more than the build, this is your Astoria stop. Bring cash. Details: Order sesame with cream cheese. 28-12 Ditmars Boulevard, Astoria, NY 11105.

Between the Bagel
31-13 30th Ave., Astoria, NY 11102, USA
Between the Bagel starts with a solid neighborhood bagel and turns it into something else. The Seoul Meets Bagel stacks bulgogi, fried egg, cheese, kimchi and gochujang mayo, and it's rich, spicy and a little sweet. Don't order it to judge the bagel. Order it when you're tired of choosing between bacon and sausage. Details: Order the Seoul Meets Bagel. 31-13 30th Avenue, Astoria, NY 11102.

Brooklyn Bagel & Coffee Company
35-05 Broadway, Astoria, NY 11106, USA
Despite the name, this one started in Astoria. The bagels are large, soft and moist, with a gentler chew than the old-school picks. It's the right call if you want a generous breakfast sandwich or a flavored bagel. Purists should head to Astoria Bagel Shop instead. Details: Order a classic everything, or French toast or jalapeño asiago if they have it. 35-05 Broadway, Astoria, NY 11106. Also on 30th Avenue, Ditmars Boulevard, East 8th Street and Eighth Avenue.

Rollin' Bagels
3 Ct Square W, Long Island City, NY 11101, USA
Rollin' is a truck, and it's worth planning around. The bagels lean fluffy but keep enough chew, and the appeal is freshness, not a huge menu. It's on Court Square on weekdays and by Hunter's Point Library on weekends, and it's done by 12:30, so don't sleep in. Details: Order everything with scallion cream cheese, or an egg sandwich. Mon–Fri 7:30 a.m.–12:30 p.m. at 3 Court Square, Long Island City, NY 11101. Sat–Sun 8 a.m.–12:30 p.m. at Hunter's Point Library, Long Island City, NY 11109. Orders of a dozen or more need a day's notice.
The best bagels in the Bronx
The Bronx list is short, and both of these are neighborhood shops first.

Bagel Corner
581 W 235th St, Bronx, NY 10463, USA
Riverdale's neighborhood standby makes substantial bagels with a crisp-chewy balance. Don't look for an elaborate sandwich here. This is where you grab an everything with cream cheese, or put together a mixed dozen and the fixings for a group. There's a parking lot, too. Details: Order everything with cream cheese, or a mixed dozen. 581 West 235th Street, Bronx, NY 10463.

Empire Bagels
3101 Westchester Ave, Bronx, NY 10461, USA
Empire is a walk-up window with buoyant bagels and deeply browned crusts that stay springy inside. This is the 1994 original of a family-owned chain, and it runs on an early schedule. The window opens at 5 a.m. and closes at noon, and flavors can sell out by mid-morning, so get here early. Details: Order everything with scallion cream cheese. 3101 Westchester Avenue, Bronx, NY 10461.
The best bagels on Staten Island
Staten Island gets skipped by most citywide guides, but these two are worth knowing.

Pio Hot Bagels
655 Rossville Ave, Staten Island, NY 10309, USA
Pio is the Staten Island bagel we'd recommend to someone coming from another borough. It's crusty outside and springy inside, especially when it's hot. It doesn't need a signature sandwich. Get an everything or sesame with cream cheese and eat it right away. It's takeout only, and there's a parking lot. Details: Order a hot everything or sesame with cream cheese. 655 Rossville Avenue, Staten Island, NY 10309.

Heartland Bagels
2311 Richmond Ave, Staten Island, NY 10314, USA
Heartland is a kosher neighborhood shop under rabbinical supervision, with the range you need for a group: bagels, cream cheeses, fish and egg sandwiches, including The Leo with lox, egg and onion. Pio is the stronger call for the bagel alone. Heartland is the better pickup for a dozen and spreads. Details: Order The Leo, or a mixed dozen with spreads. 2311 Richmond Avenue, Staten Island, NY 10314. This New Springville shop is the kosher one, so don't assume the same of the Rossville branch.
How to order bagels in NYC
Eat the first one fresh. A hot bagel already has what people try to recreate in a toaster. Save the toaster for later in the day, or for a bagel that's traveled, or because you just like it that way. There's no reason to make it a moral issue.
Judge a shop with something simple. Plain shows the dough most clearly, and sesame adds aroma without hiding anything. Everything is the best all-purpose order, but heavy seasoning can disguise an average crust.
Go early. Mornings are safest, especially on weekends. You're more likely to get a warm bagel, specialty flavors won't be sold out, and the line's shorter.
